SynqNet.Shutdown

Performs a controlled shutdown of a SynqNet network. This happens by shutting off cyclic data transmission from the controller to the nodes. This will cause the SynqNet.State to transition to SynqNetState and nodes will go into a "SynqNet Lost" state and disable their outputs.
